Rwanda takes road safety seriously. The country has made dramatic improvements in traffic discipline over the past decade, and the rules are enforced rigorously. Before you collect your rental car in Kigali, take five minutes to read this — it could save you a fine or much worse.
Speed Limits
- Urban areas: 40 km/h
- Open roads: 80 km/h
- Highways: 100 km/h (where signed)
- School zones: 30 km/h
Speed cameras are common on major routes. Fines are issued by post and can be significant.
Seatbelts
Mandatory for all occupants in all seats. This is enforced at police checkpoints throughout the country.
Mobile Phones
Using a handheld mobile phone while driving is illegal and carries heavy fines. Use a hands-free kit or stop the vehicle.
Drunk Driving
Zero tolerance applies in practice. Rwanda's legal limit is 0.08% BAC, but police checkpoints are common on weekend nights and festival periods. Don't risk it.
Vehicle Documents
Always carry: your driving licence, your rental agreement, the vehicle insurance documents, and your passport. Police checkpoints routinely ask for all of these.
Motorcycle Safety
Rwanda's infamous moto-taxis (motorcycle taxis) move unpredictably in traffic. Always check your mirrors and blind spots before changing lanes or opening car doors.
Driving at Night
Avoid driving in rural areas after dark. Pedestrians and cyclists often use roads without any lighting or reflective clothing.
