Can You Bring a Drone to Rwanda?
Yes -- but with conditions. Rwanda allows drones for personal and commercial use, but the country takes airspace regulation seriously. Flying without the correct permits can result in your drone being confiscated at the airport and fines being issued. Here is exactly what you need to know before you pack your DJI.
The Short Answer
- Recreational drones under 250g: lower restrictions but still require registration
- Drones over 250g: require a permit from Rwanda Civil Aviation Authority (RCAA) before you fly
- Commercial drone use (YouTube, paid photography): requires full RCAA operator certification
- Flying over national parks, military zones, and government buildings: prohibited without special clearance
How to Get a Drone Permit for Rwanda
The Rwanda Civil Aviation Authority (RCAA) is the body that issues drone flight permits. The process:
- Visit the RCAA website (rcaa.gov.rw) and register your drone
- Submit your flight plan -- dates, locations, purpose, drone specifications
- Pay the permit fee (varies by drone type and duration)
- Receive your approval before departure -- do not assume you can sort it on arrival
Processing times vary. Apply at least 2-3 weeks before your trip. Some visitors report faster processing for simple recreational permits.
Where You Cannot Fly a Drone in Rwanda
- Volcanoes National Park -- gorilla trekking areas are strictly no-fly. The noise and presence of drones distresses the gorillas and is prohibited by Rwanda Development Board rules.
- Akagera National Park -- no drone flying inside the park without specific research permits
- Within 5 km of Kigali International Airport (KGL)
- Over the Presidential Palace, parliament, military installations
- Within 50 metres of people, vehicles, or buildings without explicit permission
- At night without special clearance
Where You Can Get Good Drone Footage in Rwanda
With the right permit, Rwanda offers some of the most extraordinary drone footage in Africa:
- The hills of Kigali at sunrise -- terraced city rolling in every direction
- Lake Kivu and the Congo border -- blue water, green hills, extraordinary scale
- The Congo Nile Trail from above -- the full length of the lake shore
- Tea plantations between Kigali and Musanze -- geometric green patterns from above
- Twin Lakes Burera and Ruhondo -- two volcanic lakes with the volcanoes behind
All of these locations require driving to. A rental car gives you access to every shooting location on your own schedule -- park, set up, fly the window when the light is right, move on.
Bringing Your Drone Through Kigali Airport
Declare your drone at customs on arrival. Carry your RCAA permit confirmation and your drone's registration documents. Batteries must be in carry-on luggage (not checked bags) under IATA regulations -- this applies on the international flight to Rwanda, not just internally.
Undeclared drones are occasionally confiscated at KGL customs. Do not risk it -- declaration with proper paperwork takes 5 minutes and protects your equipment.
Insurance for Your Drone in Rwanda
Your standard travel insurance almost certainly does not cover drone equipment or liability from drone use. Check specifically for drone cover before you travel. Some drone insurance providers (like Coverdrone or SkyWatch) offer short-term international policies.
The Best Vehicle for Drone Photography in Rwanda
For serious drone photographers and vloggers, a Toyota RAV4 or Land Cruiser gives you the flexibility to reach Rwanda's best shooting locations at the right time of day. Boot space for equipment, high clearance for mountain tracks, and the freedom to position yourself exactly where the light and landscape demand.
We rent to photographers, vloggers, and filmmakers regularly -- we know which locations require what vehicle and at what time of day the light is best.
